pourquoi faire confiance aux jeunes générations de professionnels pour penser le renouveau de la ville?

Europan, et particulièrement le thème de la ville adaptable, fait doublement écho au renouveau de la ville : renouveau des générations de praticiens et nouveau contexte politique et financier des collectivités. En résulte, pour les deux aspects, la nécessité de changer de logiciel pour l'aménagement et d'intégrer la sobriété sans compromettre les ambitions urbaines. Penser la ville de demain requiert une sensibilité aux modes de vie actuels et une capacité à capter les signaux faibles de changement. Les nouvelles générations de praticiens sont naturellement dans ce mode de pensée et sont donc plus à même de projeter leur ville rêvée comme contexte de leur propre avenir. Elles font preuve d'une spontanéité et d'un naturel qui peuvent parfois s'altérer avec l'expérience. A cela s'ajoute la plus grande parité entre hommes et-femmes dans ces générations qui apporte un regard plus équilibré et aussi plus pratique.

que peuvent apporter les équipes Europan dans les projets que vous envisagez et quelles sont vos attentes?

La participation de la Ville à la 13ème session d'Europan coïncide parfaitement avec les démarches globales lancées depuis les années 2000. D'abord un foisonnement de grands projets : réalisation du centre commercial "Les Champs" en centre-ville, rénovation urbaine des quartiers, Pôle d'échanges multimodal en vue de l'arrivée de la ligne LGV en 2017...Puis à partir des années 2010, la recherche de cohérence globale. D'abord par la réalisation d'un plan de référence (agence FAU), récit qui vise à (ré)-activer les atouts du territoire: les liens terrer-mer, la mise en valeur des hauts lieux pour magnifier la topographie, la trame des interstices, incroyable ressource pour l'avenir… Cette démarche a été prolongée par l'écriture d'une stratégie urbaine avec la nouvelle équipe d'élus visant à définir la feuille de route 2015-2030 ainsi que la méthode de participation de la sphère citoyenne. Europan sera aussi l'occasion de rendre accessible à tous la culture urbaine par l'organisation d'une exposition fin 2015 afin de présenter les meilleurs projets au public. Le moment était donc propice à une démarche de concours d'idées, qui projette forcément la ville dans l'avenir mais qui dans le même temps vient traduire cette stratégie en actions concrètes sur les lieux de projets.

le cadre expérimental du concours et des suites Europan est-il un plus et pourquoi?

Le cadre d'Europan permet une expression libre qui n'a pas de comptes à rendre. C'est une démarche intellectuelle arborescente et non linéaire comme l'est le cours du fonctionnement de la collectivité. Elle place les équipes dans une situation où elles n'ont rien à perdre et tout à gagner. La Ville quant à elle souhaite préparer le prochain train de projets en ouvrant le champ des possibles, sans l'autocensure qui teinte souvent la commande publique. Les élus se sont sincèrement engagés dans la démarche dans l'optique de pouvoir poursuivre le travail en maîtrise d’oeuvre avec une ou plusieurs équipes. Autant dire que les résultats sont très attendus !


 

Why trust young generations to think of city’s renewal ?

Europan, and especially the theme of the Adaptable City, doubly echoes the city’s renewal : a renewal of practicioners generations and a new political and financial context of the collectivities. Regarding these two aspects, it has become necessary to find an alternative for urban planning and incorporate sobriety without comprimsing urban ambitions. Thinking out the city of tomorrow requires awareness of the current lifestyles and ability to read the weak changing signals. New generations of practicioners naturally share this way of thinking and thus, are in a better position to project their dreamed city as a context of their own future. They show some spontaneity and naturalness that can sometimes be blurred with experience. In addition, we notice in these generations, a greater gender equity which offers a more balanced and practical vision.
 

What can Europan teams provide to the projects you support and what are your expectations ?

The participation of the City of Saint-Brieuc to the 13th session of Europan perfectly matches with the comprehensive approaches that were launched since the 2000’s. First, a multitude of great projects : creation of the supermarket « Les Champs » in the city-centre, urban renewal of the districts, a multimodal exchange with regard to the arrival of the LGV line by 2017… Then, from the 2010’s, the search of a global coherence. First, with the elaboration of a reference plan (FAU agency) to reactivate the territory’s assets : the land-sea links, the enhancement of the worth seeing places of the city to glorify the topography, the interstices grid, an amazing resource for the future… This approach has been extended by the elaboration of an urban strategy with the new team of elected representatives to define the 2015-2030 road map as well as the participation methodology of the citizen sphere. Europan will also be the opportunity to make urban culture accessible to everyone through the organization of an exhibition by the end of 2015 in which the best projects will be presented to the public. It was the right time to participate in the competition which necessarily projects the city into the future but at the same time, sets outs this strategy into concrete actions on the project sites.
 

Is the experimental and implementations framework an asset and why ?

The Europan framework enables a free expression. It is an intellectual structured – and non linear – approach as such as the collectivity is currently operating. Then, the teams are standing in a situation in which they have nothing to lose and everything to gain. As for the city, it is willing to prepare the forthcoming projects by widening possibilities without any self-censorship  that can often lead to a clouded public procurement. Elected representatives sincerally committed themselves to the approach, wishing it can lead to urban and/or architectural contracts with one or several teams. All this to say that we very much look forward to the results !
